I’m passionate about people getting the choice to decide when and if they want to have children, as well as destigmatizing sex and sexual experiences. With sexual and reproductive health rights being consistently threatened, research and practice is needed to assure these basic human rights.

NIH Application Instruction Updates – Data Management and Sharing (DMS) Costs

Effective for applications submitted for due dates on or after October 5, 2023, NIH will no longer require the use of the single DMS cost line item. NIH recognizes that DMS costs may be requested in many cost categories. Therefore, in line with our standard budget instructions, DMS costs must be requested in the appropriate cost category, e.g., personnel, equipment, supplies, and other expenses, following the instructions for the R&R Budget Form or PHS 398 Modular Budget Form, as applicable. While the single cost line item is no longer required, NIH will require applicants to specify estimated DMS cost details within the “Budget Justification” attachment of the R&R Budget Form or “Additional Narrative Justification” attachment of the PHS 398 Modular Budget Form, pursuant to the instructions.

NIH Final Updated Policy Guidance for Subaward/Consortium Written Agreements

NIH is modifying the requirements in the Federal Register Notice to state that subaward agreements must stipulate that foreign subrecipients will provide access to copies of all lab notebooks, all data, and all documentation that supports the research outcomes as described in the progress report, to the primary recipient with a frequency of no less than once per year, in alignment with the timing requirements for Research Performance Progress Report submission.

Effective January 1, 2024, section 15.2 will be updated to include the following clarifications (changes are bold and italicized):

15.2 ADMINISTRATIVE AND OTHER REQUIREMENTS

NIH will not support any agreement that does not meet the minimum requirements outlined in the written agreement section below (15.2.1). NIH reserves the right to request copies of the written agreement and relevant supporting documentation as needed, as part of its oversight responsibilities. Failure to provide requested documentation may lead to remedies for noncompliance and potential enforcement actions (see 8.5, Specific award conditions and remedies for noncompliance).

NIH expects recipients to ask potential subrecipients, at the application stage, to submit language in their letters of support indicating their awareness of these requirements and the subrecipient’s willingness to abide by all requirements should an award be issued.

15.2.1 Written Agreement

At a minimum, this agreement must include the following:

Prior Approval Requests for Revisions to an Approved Data Management and Sharing (DMS) Plan Must be Submitted Using the Prior Approval Module

The purpose of this Notice is to remind the extramural research community that any changes to an approved Data Management and Sharing Plan (DMS Plan) (for funded awards subject to the Final NIH Policy for Data Management and Sharing (DMS) Policy) requires the recipient to submit a timely formal prior approval request to the funding NIH Institute, Center, or Office (ICO). This notice also informs the community that recipients must submit these requests through the Prior Approval Module in eRA Commons. This functionality will be available for NIH grants effective October 12, 2023, and will be used exclusively for submitting requests for updating the DMS Plan. Simplified Review Framework for NIH Research Project Grant Applications

This notice announces a new framework for the peer review of most research project grant (RPG) applications beginning with submissions for due dates on or after January 25, 2025. The simplified review framework is expected to better focus peer reviewers on the key questions needed to assess the scientific and technical merit of proposed research projects: “Should the proposed research project be conducted?” “Can the proposed research project be conducted?”

The Simplified Framework for NIH Peer Review will be effective for receipt deadlines on or after January 25, 2025 for the grants and cooperative agreements with the following RPG activity codes: DP1, DP2, DP3, DP4, DP5, R01, R03, R15, R16, R21, R33, R34, R36, R61, RC1, RC2, RC4, RF1, RL1, RL2, U01, U34, U3R, UA5, UC1, UC2, UC4, UF1, UG3, UH2, UH3, UH5.

Chapter II.D.2.h(ii), Current and Pending (Other) Support, This section also has been revised to require the use of SciENcv for the preparation of this document effective in October 2023. Also, in accordance with NSPM-33 Implementation Guidance, NSF program officers will request updated Current and Pending (Other) Support prior to making a funding recommendation.

Chapter II.F, Other Types of Proposals, includes the requirement to submit a Concept Outline for the following proposal types: Planning, Rapid Response Research (RAPID), Early-concept Grants for Exploratory Research (EAGER), and Research Advanced by Interdisciplinary Science and Engineering (RAISE) prior to the submission of a full proposal. The coverage also identifies the Program Suitability and Proposal Concept Tool (ProSPCT) as an option for use in submission of the Concept Outline.

Proposed updates to 2 CFR Part 200 – Uniform Guidance:

• On October 5, 2023, The United States Office of Management and Budget (OMB) issued a request for comment that on proposed updates to revise sections of OMB Guidance for Grants and Agreements, which includes 2 Code of Federal Regulations (CFR) Part 200 (Uniform Guidance). The Public comment period ended December 4, 2023 (60-day period.) 
• OMB anticipates publishing the final update sometime in December 2023 with final revisions effective 90-days after issuance (tentatively March 2024.)
• OMB’s objectives for the proposed revisions are intended to reduce agency and recipient burden and has been marketed as including plain language revisions.
• Some significant proposed changes include:
  • An increase to the de minimis indirect cost rate from 10% to 15%.
  • An increase to the exclusion threshold of subawards from $25,000 to $50,000 under modified total direct costs.
  • An increase to the threshold used to define a capital expenditure (e.g., real property or equipment) from $5,000 to $10,000.
  • Allow “Closeout costs” until report due dates.
  • Allow dependent-care for conference participants.
